When Jacinta Allan made a captain's call to not ban duck shooting in Victoria – we warned that shooters and the regulator would be emboldened. And now we have the evidence to prove it.
In the same week a bill is being debated in the Victorian Parliament to turn the Game Management Authority into a new hunting “super agency”, a damning investigation has exposed that the culture inside the ‘independent’ regulator has worsened.
A secret recording from a private Field and Game meeting in Jacinta Allan’s own electorate has revealed a Game Management Authority officer admitting that the agency is intentionally targeting duck rescuers, helping shooters sidestep safety laws, breaching child firearm safety recommendations, and ignoring illegal shooter behaviour.
This has confirmed what we’ve always known: the regulator isn’t there to regulate at all. These officers are Jacinta Allan’s foot soldiers tasked with one job: to cover up wildlife cruelty and the volunteers who expose it. And it’s clear they’re leaving no stone unturned – going as far as surveilling and doxing rescuers, putting their personal safety at risk.
This isn’t the first time this corrupt culture has been exposed.
In 2017, the Andrews Labor government commissioned Pegasus Economics to conduct an independent review into the Game Management Authority after 2,000 shooters massacred and wounded thousands of birds, including over 300 protected species, right in front of their compliance officers on the opening day of the season – while they watched on and did nothing.
The Pegasus Report found the GMA was failing at its responsibilities, that it was neither impartial nor independent, that non-compliance was widespread, and the agency focused more on penalising rescuers than enforcing animal welfare. Most critically, it warned the regulator’s credibility had been compromised by becoming too close to hunting organisations and "slides into advocacy and promotional roles that conflict with its responsibilities as a regulator".
The Manager of Compliance, a former homicide detective, quit – and then spoke out. He said he was blocked from investigating reports of animal cruelty, illegal shooting and that the agency did not have the capacity to control shooters.
At the time, the responsible Minister refused to rule out shutting down the Game Management Authority entirely.
But they were given a second chance – and instead agreed to adopt all 26 recommendations made in the Pegasus Report.
In 2024, the Andrews Labor Government formed a Select Committee to inquire into banning duck shooting in Victoria.
In his opening remarks giving evidence to the inquiry, the CEO of the GMA said “The Pegasus report was one of the catalysts for change.”
Animal Justice Party MP Georgie Purcell questioned the Game Management Authority about the allegations that the agency was penalising duck rescuers while ignoring illegal shooting and animal cruelty.
Representatives of the GMA said:
- “The law applies to everyone.”
- “We do not set the laws, but we apply the laws. We think we apply them very fairly.”
- “It is not appropriate to target anyone… and the laws apply to everyone equally.”
After a five-month process and 10,402 submissions – the final report made one clear recommendation:
“That the Victorian Government ends the annual recreational native bird hunting season on all public and private land.”
But in the period between the inquiry finished and the government responded – Jacinta Allan became the Premier. And she ignored it.
When this decision was made, the Minister for Outdoor Recreation admitted the regulator must improve. The GMA didn’t just lie at the parliamentary inquiry – they’ve now gotten worse. They cannot be given a third chance.
For years, Jacinta Allan’s misuse of power has been hidden in plain sight, carried through quiet decisions and consistent protection of hunting interests. Now is our time to change that.
In 2024, she ignored the parliamentary inquiry commissioned and chaired by her own government that told her to ban duck shooting. Last week, she ignored expert gun safety advice that would protect Victorians from violence.
The Premier’s protection of firearms is no coincidence. She has the highest concentration of duck shooters in any Labor-held seat. For too long, she has been governing for the gun-wielders of Bendigo East – and not the people of Victoria.
That isn’t leadership. It’s self-preservation. And we need your help to put it to a stop.
